Electricity network system operation is statutory, licensed business in the form of natural monopoly. Operation of the electricity network owner must be non-discriminatory in relation to customers and other parties in the electricity market. In Finland, the electricity network owner’s operation is regulated by the Electricity Market Act and any subsequent decrees and statutes. Based on the Act, Kymenlaakson Sähköverkko Oy has drawn up an action programme on ensuring non-discrimination.
The Kymenlaakson Sähköverkko Oy action programme complies with the decrees issued by the Ministry of Employment and the Economy and the recommendations of the Energy Authority.
Implementation of the action programme is monitored through a report issued by the end of May each year.
